The far-reaching bill also includes measures to improve planning for offshore energy development, address wind and solar programs, and boost funding for ocean conservation and land acquisition. It comes largely as a response to a series of scandals and scathing government watchdog reports on the federal agencies that handle oil and gas drilling on public lands.

Iberdrola SA, the Spanish renewable-energy giant, says it will spend $2 billion it raised Tuesday in a bond issue to keep growing in the U.S.

The company is already the second-largest wind-farm operator in the U.S., after Florida-based FPL Group Inc.'s NextEra Energy. The cash will strengthen Iberdrola's push to build more wind farms in the U.S., the world's largest market for wind power.

The announcement seemed designed to damp criticism from congressional Republicans and conservative commentators about the amount of U.S. government money Iberdrola is getting under a new federal renewable-energy subsidy program. When the federal government handed out $502 million in cash grants last week, Iberdrola received a majority of the funds--$294 million --for five projects in Oregon, Texas, Pennsylvania and Minnesota.

A project for a gas pipeline that would reduce Europe’s dependence on Russian gas cleared a hurdle on Monday when four European governments signed an agreement with Turkey. But completion of the project remained a distant goal, with no suppliers formally committed.

The governments of Austria, Hungary, Bulgaria and Romania joined Turkish officials in Ankara, Turkey’s capital, to sign a transit agreement on the so-called Nabucco pipeline, which would stretch 2,000 miles from the Caspian Sea to Austria through Turkey.

NEW YORK (Dow Jones)--The number of rigs drilling for oil and natural gas in the U.S. fell this week as producers continued to rein in drilling activity in response to sliding energy prices.

The number of oil and gas rigs fell to 916, down 12 from the previous week, according to rig data from oil-field services company Baker Hughes Inc (BHI). The number of gas rigs was 672, a drop of 16 rigs from last week, while the oil rig count rose to 234, an increase of five rigs. The number of miscellaneous rigs fell by one, to 10 rigs.

The number of gas rigs in use peaked at 1,606 in September.

HOUSTON (Reuters) - Seaway crude oil pipeline flows have been reduced, and a possible reason is high storage levels at Cushing, Oklahoma, a company spokesman said Thursday.

Shipments were 30 percent less in June than the average for the first quarter, and July nominations remain reduced, said Rick Rainey, spokesman for Seaway operator TEPPCO.

Rainey said the average for the first quarter was 174,000 barrels per day. Thirty percent less than that is about 122,000 bpd. July nominations total about 164,000 bpd, he said.

The European Commission will propose this week rules to increase the European Union's preparedness for natural-gas shortages, as a potential crisis between Ukraine and Russia risks affecting European supplies in the winter.

The proposals come months before they were expected, as new friction between Russia and Ukraine over natural-gas payments suggests there may be a repeat of January's crisis.

Each EU government will have to prepare a "preventive action plan" and an "emergency plan" to make sure they are ready to face a possible supply disruption, according to a draft of the new rules. The rules would empower the commission to request changes to these national plans if it deems them "not effective" or not compatible with one another, according to the draft, which could still change before it is made public.

According to Friday’s Baker Hughes report North American drilling rig totals fell for a sixth straight week. Specifically, for the week ended February 27th, the US lost 57 rigs, mostly gas and mostly onshore Texas and Oklahoma. And according to figures from Stephen Schork of the Schork Report rig numbers are now a third below their five-year norm.

Chesapeake said the gas market may return to balance by end of 2009, if not sooner, as the Oklahoma City-based company sounded a note of hope after a series of cutbacks.

Wall Street didn’t immediately share the company’s optimism, as Chesapeake shares fell 9% to $14.28 during a brutal sell-off in the energy sector.

“There’s interested international money out there still looking to do deep-water deals in the Gulf of Mexico and onshore as well,” said Houston-based Adrian Goodisman, a managing director with Scotia Waterous, the energy investment banking arm of the Bank of Nova Scotia.

Scotia Waterous officials say the firm closed $20 billion in energy deals last year, second only to Goldman Sachs. They weren’t all done before the financial crisis paralyzed Wall Street last fall, but many that came after were backed by foreign capital.

Oil and gas producers should expect a political fight after a US appeals court ruled in their favor about royalties from deepwater leases. They also should prepare for wild claims about associated “costs.”

Deepwater royalty relief, one of the most effective energy programs in US history, elicited outrage in 2006 when the New York Times reported that the federal budget lacked estimates of royalty income for deepwater Gulf of Mexico leases issued in 1998 and 1999. The leases didn’t reinstate royalty, as did those issued in similarly administered years, when oil and gas prices exceeded statutory “thresholds.”

Courts, meanwhile, have been addressing the question whether the Department of the Interior’s Minerals Management Service had authority to limit royalty relief on the basis of price for leases issued in the five years from 1996 through 2000. So far, the consistent answer is no.

UTA Receives First Natural Gas Royalty Check

The University of Texas has received the first of their monthly natural gas royalty checks -- and it's a whopper.

The $528,495 check is the first royalty payment related to the six wells that were developed on campus last year and that went into production in November 2008.

Others who will receive their first monthly royalties related to these wells include First Baptist Church of Arlington, the City of Arlington, the State of Texas and several neighbors in the College Hills neighborhood as well as other areas.

The United States is not earning its fair share of profits from domestic oil and gas production due to flawed tracking practices and an outmoded royalty system, say two federal audit reports released Friday.

The reports from the Government Accountability Office come on the heels of a two-year investigation by the inspector general of the Interior Department documenting a "culture of ethical failure" at offices of the Minerals Management Service, the agency that oversees offshore drilling. Three reports released by the inspector general this week revealed a cozy relationship between the energy industry and federal regulators, who allegedly received gifts and other special treatment from Big Oil executives. Some MMS officials also allegedly steered lucrative agency contracts to a company in which they held a financial interest.

New York -Crude oil prices plunged for the third straight day in New York Thursday, dropping to nearly $20 below the record set Friday.

On the New York Mercantile Exchange, crude oil prices fell $3.37 Thursday to $129.92 per barrel, as analysts worried the weak U.S. economy has forced demand to fall. Friday's record price was above $147 per barrel.

The price of heating oil rose 0.0119 cents in late trading to $3.7557 per gallon. Reformulated blendstock gasoline prices rose 0.0166 cents to $3.1799 per gallon. Natural gas prices rose 0.061 cents to $10.598 per million British thermal units.

At the pump, the national average price of unleaded regular gasoline was unchanged from Wednesday's price of $4.114 per gallon, AAA said.

Speaking to reporters on the sidelines of a meeting of Mercosur ministers, Dulci also said the strike poses no threat of fuel shortages. Concerns about supply cuts helped push international oil prices higher as the strike started on Monday.

Global energy giant BP agreed yesterday to pay $373 million to settle criminal and civil charges that it overcharged U.S. propane consumers by millions of dollars and ignored warnings before an oil spill in Alaska and a deadly explosion in Texas.

Additionally, a federal grand jury in Chicago indicted four former BP traders who were taped discussing an alleged scheme to pump up profits by cornering propane markets.

Through October, Tarrant's production of 125.5 billion cubic feet amounted to almost one-quarter of the field's total of 509.9 billion cubic feet. According to the Texas Railroad Commission, Tarrant County now ranks ninth among Texas' 238 counties in natural gas production. The coming of Barnett Shale drilling has given landowners and real estate agents a quick course in Texas' energy property laws, particularly what is known as the "severability" of surface and underground mineral rights. Residential real estate agents who once had to worry only about location and condition of houses now find themselves caught in disputes between buyers, with an eye to mineral rights below a small residential lot, and sellers who plan to move away but want to keep the mineral rights.

The Interior Department’s Minerals Management Service (MMS), the federal agency that oversees ocean energy production, announced today that it will conduct all necessary environmental reviews on offshore acreage located more than 125 miles from Florida in the Eastern Gulf of Mexico. The Gulf of Mexico Energy Security Act of 2006, signed by President Bush on December 20, 2006, mandated that approximately 580,000 acres in the Eastern Gulf of Mexico Planning Area be offered for oil and gas leasing.
