Offline refineries spike gas prices

Local gas prices started to fall a few weeks ago before hurricanes ripped through the Gulf of Mexico, putting oil refineries in peril. Now, prices are flip-flopping up and down. Bob Astor, the wholesale fuels business manager for Shipley Energy, explained why the gas prices are doing what they're doing and what caused them to get that way.
